250 delegates from Australia and overseas attended the opening of the 9^th international conference on human rights in North Korea at Melbourne’s Grand Hyatt Hotel (20 March), opened by Australia’s Foreign Minister Stephen Smith (click here). Carl Gershman, the Chair of the National Endowment for Democracy gave an overview of the campaign for human rights in North Korea to the opening of the conference. (click here).

Co-orginsers of the Conference, Michael Danby, Chair of the Commonwealth Parliament’s sub comittee on Foreign Affairs and Prof. Won of the Citizens’ Alliance told an Australia wide radio audience (click here) what had emerged at the Conference about the most recent developments on human rights in North Korea.

Senator Michael Forshaw Chairman of the JSCFADT chaired an intensive session for international experts at the Australian Insitute of International Affairs that included several South Korean, Japanese and Australian MPs.

Foreign Editor Greg Sheridan drilled down into the horrors of the 300 000 prisoners in Kim Jong-Il’s labour camps (The Australian 31/3 click here) and Thailand’s leading reporter Kavi Chongkittavorn attended and reported on the conference in Bankok’s leading newspaper The Nation (click here).

Delegates to the conference were taken aback by UN Special Rapporteur Vitit Muntarbhorn’s powerful summary of his official report just delivered in Geneva derscribing the siutation of human rights in North Korea (for a Radio Australia interview with Mr Vitit click here).

Finally in a sign that the conference must have achieved some good, its aims were denounced by the DPRK newsagency (click here). The conference was also covered on SBS News (click here), and ABC International which will be put on Youtube soon.

The ninth International Conference on North Korean Human Rights and Refugees in Melbourne on Friday accused North Korea of grave abuses and discussed ways to improve the situation. The conference was organized jointly by the South Korean Citizens’ Alliance for North Korean Human Rights and the Australian Committee for Human Rights in North Korea under the joint sponsorship of the Australian Institute of International Affairs, the U.S. National Endowment for Democracy, and the Chosun Ilbo.

One participant pointed out that international humanitarian aid to the North has not been properly distributed to the North Korean residents, children in particular. Joanna Hosaniak, the senior program officer for international cooperation for CANKHR, interviewed 40 North Korean children and juveniles and 10 adults in the South between 2001 and 2008 and heard that none of them had received rice sent by South Korea or the international community during this period. They said they had instead seen grain sacks marked “Republic of Korea,” “UN,” or “Red Cross” sold on the market.

They said food supplied by South Korea is given to the military on a priority basis and the rest sold to moneyed military officers or Party members in the market. Only a small amount of food is distributed to the general public at slightly lower than the market price.

Some 2.55 million tons of rice and 200,000 tons of corn were delivered to the North during the Kim Dae-jung and Roh Moo-hyun administrations. None of the 50 said they had either received or seen meat or canned fish, which the UN had supplied to the North for children and pregnant women, between 2001 and 2007.

The Conference also screened a documentary “On the Border”, which was produced by the Chosun Ilbo on North Korean refugees and has recently won the Prize award in the English-language TV category at the 13th Annual Human Rights Press Awards.

Op Handelsmissie in Noord-Korea

Noord-Korea is één van de laatste communistische dictaturen ter wereld. Het land zit potdicht en de vrije markt bestaat er niet. Toch reizen er geregeld ondernemers heen voor handel. ‘Het regime is geen issue voor ons. Als we zaken kunnen doen, dan doen we het.’ 

Een groepje Noord-Koreanen schuifelt langs het geboortehuis van Kim Il-Sung, de in 1994 overleden dictator. Ze zijn er niet voor de lol, zo lijkt het. Ze kletsen niet met elkaar, wijzen niet bewonderend naar de werktuigen van hun voormalige leider. Dicht op elkaar gepakt en met hun hoofden wat gebogen, schuifelen ze eerder een verplicht rondje. Gewapende soldaten wachten ze op bij de bus…

…Leonid Petrov, hoogleraar Korea Studies aan de nationale universiteit van Australië raadt het de ondernemers ook af om meteen concrete zaken te doen met de Noord-Koreanen. ‘Je moet bereid zijn om met de communistische staat te onderhandelen, of met organisaties die geen idee hebben van hoe een commerciële organisatie werkt. Het is beter om eerst het land en de mensen te leren begrijpen. Anders riskeer je het veel geld te verliezen.’

…Toch zou het ijzige ondernemingsklimaat in de nabije toekomst wel eens kunnen smelten. President Kim Jong-Il is al lang niet verschenen op het publieke toneel, wat het vermoeden versterkt dat zijn gezondheid slecht is. Zijn zoon Kim Jong-Un zou volgens de Zuid-Koreaanse inlichtingendienst onlangs als opvolger zijn aangewezen. Volgens Leonid Petrov een positieve ontwikkeling: ‘Zijn zoons zijn geen guerrillastrijders, maar zakenmensen die over de hele wereld hebben gereisd. Het land kan een enorme ontwikkeling doormaken als zij de macht overnemen.’

«Маргарита Агашина и Корея» (новая версия)

3 марта 2009 г. в Волгограде состоялась презентация нового издания сочинений поэтессы, автора популярных лирических песен Маргариты Агашиной (1924-1999). В сборник включены воспоминания автора о поездке в КНДР, которые вскоре планируется издать отдельным тиражом вместе новыми, никогда ранее не публиковавшимися материалами.

Кто из читателей может похвастаться тем, что бывал в Корее? "Страна утренней свежести", как её принято называть, невелика по размеру, да и по количеству достопримечательностей уступает своим соседями-гигантам – Китаю и Японии. Корея сильнее других пострадала от империалистических войн и колониальной эксплуатации, гражданского конфликта и территориального раскола. Наверное, поэтому для советских людей и россиян то южная, то северная часть Корейского полуострова периодически оказывались закрыты. Но нет на свете человека, который, хотя бы однажды побывав в Корее, не полюбил эту страну всем сердцем. Более полувека назад именно это пережила и поэтесса Маргарита Агашина.
 

Отправляясь в 1957 году в творческую командировку от Союза Писателей СССР, Маргарита Константиновна ехала в Корейскую Народно-Демократическую Республику, чтобы затем познакомить советских читателей с жизнью социалистической Кореи. Только что завершившаяся Корейская война (1950-1953) была ещё свежа в памяти людей и повсюду напоминала о себе, заставляя сталинградскую поэтессу находить множество ассоциаций с послевоенными реалиями родного города на Волге. Братская Корея, как и Сталинград, мужественно сражавшаяся, а теперь ценой непосильного труда и лишений героически восстанавливавшая народное хозяйство, стала ей так же дорога, вдохновив на создание цикла лирических стихотворений и яркую, эмоциональную прозу…
 

Австралия и новая политика США в АТР

Прошедшие две недели были интересны тем, что новый гос.секретарь США Хилари Клинтон совершила свою первую поездку в этой должности по странам азиатско-тихоокеанского региона. Новый человек на новом месте всегда вызывает повышенный интерес, тем более, что г-жа Клинтон не является профессиональным дипломатом. Внимательно следили за её визитом и в Австралии.

Отличительной особенностью азиатского турне главы американского внешнеполитического ведомства стало то, что первой остановкой на её пути стал Токио. Хилари Клинтон, пригласила японского премьера Таро Асо посетить Вашингтон и стать первым иностранным лидером, с которым встретится новый президент США Барак Обама. Япония, в настоящий момент, испытвает большие экономические проблемы (только за последний квартал её ВВП сократился на 13%) и внутриполитические сложности (рейтинг премьер-министра Асо упал ниже отметки 10%). Тем не менее, целью визита и приглашения в Белый Дом было желание подчёркнуть важность Японии, как главного сателита США в Восточной Азии.

Для сравнения, первой остановкой самого превого зарубежного турне австралийского премьер-министра Кэвина Радда по миру в прошлом году стал Пекин, а в Токио за все 18 дней путешетсвия он так и не заехал. Примечательно также, что первое официальное заявление министра иностранных дел Австралии Стивена Смита было посвящено критике Японии за то, что её рыболовные и научные суда безжалостно истребляют китов в Тихом океане. Однако отношения между Австралией и Японией от этого не пострадали.

После посещения Японии, Хилари Клинтон совершила ещё два визита (в Индонезию и Южную Корею) пержде, чем посетить Китай. Последняя остановка в таких турне всегда самая важная, и не случайно для этой цели был выбран Пекин, от действий которого теперь зависит финансово-торговое благополучие всего региона. Таким образом гос.департамент США показал всему миру, что во-первых собирается выполнить предвыборное обещание Демократов и уважительно относится к своим стратегическим партнёрам, не воспринимая их дружбу как что-то само собой разумеющееся. Во-вторых, из этой поездки следует, что Америка видит своё будущее (в военном и экономическом плане) тесно связанным с Восточной Азией, и прежде всего с Китаем. А в-третих, наблюдателям стало ясно что в фокусе всей поездки была Северная Корея…

De financiële en de economische situatie zorgt voor nieuwe uitdagingen. Bedrijven moeten snoeien in de kosten en nieuwe afzetmarkten zoeken. Op al deze gebieden liggen er kansen in DPRK. De Democratic People’s Republic of Korea ofwel Noord Korea is één van de laatste landen met een Marxistisch regime en al decennialang één van de meest geïsoleerde landen ter wereld. Buitenlandse ondernemers hadden tot en met de tweede helft van de jaren negentig nauwelijks toegang tot dit land. Geïnspireerd door de economische successen in buurland China, opent Noord Korea langzaam haar deuren voor buitenlandse ondernemers. Om buitenlandse investeringen aan te trekken, richtte het land enkele vrijhandelszones in waarin marktregels gelden. Op 4 maart organiseren het NCH, de Dutch Korean Tradeclub – DKTC samen met de Kamer van Koophandel Den Haag en de sponsor VNC Asia Travel een (Engelstalig) seminar over Ondernemen in Noord Korea om Nederlandse bedrijven in te lichten over de zakelijke mogelijkheden in Noord Korea.

Op dit seminar zal een vertegenwoordiger van de Noord Koreaanse ambassade in Bern, Zwitserland een presentatie geven over de handels- en investeringsmogelijkheden in Noord Korea. Verder zal Paul Tjia van GPI Consultancy (website GIP) ingaan op de mogelijkheden om ICT-werk uit te laten voeren in Noord Korea. Paul Tjia zal tevens informatie verstrekken over de laatste handelsreis die in september jl. plaats vond en de plannen toelichten voor de volgende handelsmissie naar Noord Korea die van 9-16 mei a.s. zal plaatsvinden. Professor Evert Jacobsen, werkzaam bij de Universiteit van Wageningen, zal zijn presentatie wijden aan de mogelijkheden op het gebied van de agrarische sector en dan in het bijzonder over de samenwerking met de Noord Koreaanse overheid m.b.t. de teelt van (poot)aardappelen. De heer Kees van Galen van VNC ASIA TRAVEL (website VNC) zal een presentatie geven over de ontwikkeling van het toerisme naar en in Noord Korea. Egbert Wissink van NovolinQ BV (website NovolinQ) zal in zijn presentatie ingaan op de strategische en economische ontwikkelingsmogelijkheden voor de Nederlandse Industrie in Noord Korea. Het Seminar zal worden voorgezeten door Willem Lobbes, bestuurslid van de Dutch Korean Tradeclub.

Dit seminar is tevens bedoeld als een kick-off voor de geplande handelsmissie van 9-16 mei naar Noord Korea. Tijdens deze reis zal men in staat gesteld worden om diepgaand de concrete zakelijke mogelijkheden te verkennen.
